Yes. Non-citizens can buy freehold and leasehold property in Fiji, subject to the Land Sales Act. Restrictions apply to residential freehold land inside town boundaries, so take legal advice before you sign.

What types of property title are there in Fiji?

Three: freehold, which is owned outright; State (Crown) lease, leased from the government; and iTaukei lease, leased from indigenous landowners through the iTaukei Land Trust Board.
